1. The Product

2.1. The Product enables users who maintain both Paypal and Paga accounts to link such accounts through the Paga App and initiate the withdrawal of available balances from their PayPal account into their Paga account, subject to applicable fees as displayed on the Paga App at the time of the transaction.

2.2. Additional features, including the ability to fund or top-up a PayPal account from a Paga account may be introduced by Paga from time to time.


2.3. Upon successful linking of accounts through the Paga App, a user may initiate withdrawal requests in respect of available PayPal balances.


2.4. The continued availability and functionality of this Product requirements  is contingent on the user maintaining compliant and unrestricted accounts with both Paga and PayPal, satisfying all applicable know-your-customer (KYC) and anti-money laundering requirements, and adhering to all Applicable Laws and regulatory directives. 


2.5. Applicable Law(s) means all laws, statutes, regulations, directives, guidelines, codes of conduct, and regulatory requirements of any governmental or regulatory authority of competent jurisdiction in Nigeria or to the performance of the obligations of Paga or the user under these Terms.


2.6. Where a user elects to unlink their PayPal account from their Paga account at any time, the user shall immediately lose the ability to utilise the Product unless and until the user successfully re-links their accounts in accordance with these Terms. 

2.7. Any subsequent re-linking of the user’s accounts shall be subject to fresh authentication, verification, and compliance checks as may be required by Paga or PayPal, and access to the Product shall not be restored until such requirements have been satisfactorily completed.

  1. Eligibility Criteria

To be able to link your account, you must:

  1. be at least eighteen (18) years old;

  2. be resident in Nigeria;

  3. maintain compliant and unrestricted accounts with both Paga and PayPal;

  4. successfully complete all required KYC, AML, and verification processes.

Paga and/or PayPal reserve the right to determine additional eligibility criteria at their sole discretion.

  1. Fees and Charges

4.1. Withdrawals from your PayPal account to your Paga account shall be subject to transaction, processing or other fees (“Applicable Fees”). PayPal may charge fees in accordance with the PayPal User Agreement, and Paga may charge fees as displayed on the Paga App at the time of the transaction.


4.2. All Applicable Fees shall be disclosed to you prior to your confirmation of a withdrawal transaction. By initiating and confirming a withdrawal, you expressly authorize the deduction of all Applicable Fees from the transaction amount or from your available balance, as applicable.


4.3. Except as required by Applicable Law or where a transaction fails due to an error attributable to Paga, all Applicable Fees are final and non-refundable once processed, including in circumstances where a transaction is subsequently reversed, declined, or returned.

  1. Refund Policy

5.1. Where a user initiates a withdrawal from their PayPal account to their Paga account and Paga is unable to credit the user’s Paga account due to circumstances beyond its reasonable control, including but not limited to regulatory directives, compliance reviews, incorrect or incomplete KYC/AML information, or other account information provided by the user, Paga reserves the right to reverse the transaction and return the funds to the user’s PayPal account.

5.2. In such circumstances, any refund processed shall be made net of all Applicable Fees already charged in connection with the transaction. 

  1. Prohibited Conduct

6.1 Users shall not use the Product for any unlawful, fraudulent, or improper purpose. Without limitation, you agree not to:

a, engage in fraud, money laundering, terrorist financing, or transactions involving sanctioned individuals or jurisdictions;

b. attempt to circumvent, disable, or interfere with any compliance, security, monitoring, or risk management controls implemented by Paga;

c. provide false, fictitious, stolen, or misleading identity, account, or transaction information; or

d. use the Product in any manner that violates Applicable Law, PayPal’s User Agreement, these Terms, and Paga’s Terms of Service.

6.2. Paga reserves the right, in its absolute discretion, and in accordance with Applicable Law, to suspend, freeze, block, reverse, decline, or report any transaction that is suspected to be unlawful, fraudulent, suspicious, or otherwise in breach of these Terms or applicable regulatory requirements.

  1. Limitation of Liability

7.1. Paga does not control and shall not be responsible or liable for any restrictions, limitations, suspensions, or other actions imposed on your PayPal account by PayPal in accordance with its User Agreement or internal policies.


7.2. To the maximum extent permitted by Applicable Law, Paga shall not be liable for any indirect, incidental, special, punitive, or consequential damages, including but not limited to loss of profits, loss of business opportunity, loss of goodwill, loss of anticipated savings, or loss arising from service interruption, transaction delay, or system outage in connection with the Product, whether arising in contract, tort (including negligence), or otherwise, even if advised of the possibility of such damages.

7.3. Paga shall not be responsible for any loss, delay, failed transaction, reversal, compliance hold, account restriction, or additional cost arising from inaccurate, incomplete, outdated, or misleading information provided by you.

7.4 Paga’s total aggregate liability arising out of or in connection with the Product shall not exceed the total fees paid by you to Paga in respect of the transaction giving rise to the claim.

  1. Disclamer

8.1. The Product is provided strictly on an “as is” and “as available” basis, without any representation or warranty of any kind, whether express or implied, including but not limited to warranties of availability, uninterrupted access, merchantability, fitness for a particular purpose, or error-free operation. PayPal operates independently, and Paga is not responsible for the availability, performance, or functionality of PayPal’s systems or services.

8.2. Nothing in these Terms shall be construed as creating a joint venture, partnership, agency, fiduciary, employment, or representative relationship between Paga and PayPal beyond the specific operational collaboration described in these Terms. 

8.3 Each Party acts independently and is solely responsible for its respective products, systems, policies, and regulatory obligations.

8.4 You acknowledge that cross-border settlement and local payout processes may involve licensed financial institutions, payment processors, and other third parties, and Paga shall not be liable for delays, errors, or failures attributable to such third parties, except as required by Applicable Law.

  1. Modification

9.1. We reserve the right, at our sole discretion and at any time, to modify, suspend, restrict, or discontinue the Product, whether generally or in respect of any particular user, including for compliance, operational, risk management, commercial, or regulatory reasons. We may also amend these Terms in accordance with the modification provisions contained here.

9.2. In the event that the collaboration between us and PayPal is suspended, modified, or terminated for any reason, the availability of the Product may cease immediately without prior notice to you. We shall not be liable for any loss or inconvenience arising from such suspension, modification, or termination of the Product.

  1. Dispute resolution

9.1. We reserve the right, at our sole discretion and at any time, to modify, suspend, restrict, or discontinue the Product, whether generally or in respect of any particular user, including for compliance, operational, risk management, commercial, or regulatory reasons. We may also amend these Terms in accordance with the modification provisions contained here.

9.2. In the event that the collaboration between us and PayPal is suspended, modified, or terminated for any reason, the availability of the Product may cease immediately without prior notice to you. We shall not be liable for any loss or inconvenience arising from such suspension, modification, or termination of the Product.
